openstack role add --project service --user nova admin角色添加重复错误

问题：
openstack role add --project service --user nova admin

添加重复

我创建admin角色并添加到admin用户的时候报下面这个问题，admin用户我已创建，请问您遇到过类似的问题吗
#openstack role add --project admin --user admin admin
No project with a name or ID of 'admin' exists.
