neutron的flat模式，vm不能ping通网关

我使用neutron的flat模式来搭建H版的openstack，vm起来后，不能ping通网关

配置文件：

软件环境：OVS
问题描述：VM不能收到rarp报文,感觉回复的rarp报文没有进入ovs的处理流程
拓扑：
交换机<-->eth0<-->br-eth0<-->br-int<-->VM
操作：ping 网关
日志：
现象1：
eth0上只有发送报文counter，没有接收counter(接收counter计数没有增长)，为什么这里没有rarp的计数呢

现象2：br-eth0桥上只有发送端的mac地址学习，没有接收端的mac地址学习，这个说明没有接收rarp packet吧

现象3：tcpdump eth0与br-eth上收到了，rarp报文，但是tcpdump br-int没有收到rarp报文，这个感觉比较奇怪，机器还是收到了rarp packet，但是与现象1冲突，感觉是不是rarp没有进入ovs处理

现象4：下边是br-eth0上的flow，感觉rarp packet应该被第一条流match，但是现象是n_packets的计数没有变化，也就是没有match，为什么我tcpdump到rarp pakcet了，但是这里没有match上呢，
而且eth0上也没有计数，好奇怪啊
